Ward III
Cheryl Bannon A City Council member since April 2003, Cheryl Bannon believes that in government less is more. She enjoys all aspects of being on the City Council, especially when it comes to growth and development since her background is in real estate. After graduating from Campus High School in 1979, Bannon was in the banking industry for three years and then ran a catering business for four years so she could raise her children on a more flexible schedule. In 1990, Bannon became a real estate agent and served in that capacity for two years. In January of 1993, she opened Lawyers Title Closing Office in Derby and worked there for over 10 years. Bannon was born in Monett, Missouri. She is married to Larry Bannon. She has one daughter and one son. She also has five step-grandchildren. Bannon’s previous government experience includes serving as the Junior Mayor for Haysville, Kansas, during the 1970s.
Charlie Schwarz Charlie Schwarz was appointed to the City Council in June 2004 and elected to the Ward III seat in April 2005. A life-long Kansan, Schwarz was born in Newton. He received a Bachelor of Business Administration (accounting) from Wichita State University, and has worked in the accounting business ever since. His career has included stints at the Hesston Corporation, Pizza Hut Corporate, his own accounting business and now a position with Accenture BPO Services in Wichita. Schwarz is a member of Woodlawn United Methodist Church, where he has served in numerous capacities. He was also a member of SOAC (Supporters of an Aquatic Center), the Aquatics Committee and Aquatic Park Design Committee. Rock River Rapids has been a favorite issue for Schwarz since the process to build a regional aquatic park began in July 2001. He also enjoys strategic planning and the annual budget process. He believes government should be inclusive. He doesn’t claim to be conservative or liberal, rather he weighs all options and picks the best one for Derby.
