The Community Development Department is comprised of traditional engineering functions as well as planning and zoning, code enforcement and wastewater.

The department personnel have overseen multiple major projects over the past several years, including Rock River Rapids Aquatic Park, the Oaks residential and golf course community, K-15 design and waterworks improvements.

City Engineer

The city engineer assists the director of Community Development with projects and oversees the GIS division and engineering staff. The City Engineer also oversees major street projects, such as the Buckner Street Reconstruction Project.

Geographic Information Systems

The City’s Geographic Information System (GIS) is a computerized intelligent mapping system composed of maps, data, and the tools to create, manage, analyze, and display these maps and data in a variety of ways. The GIS Department is responsible for creating and maintaining this system, as well as ensuring the system is used to benefit Derby in as many ways as possible.

Planning & Zoning

The City Planner works closely with developers to assure compliance with the city’s subdivision regulations and zoning ordinances. This includes all platting, zoning requests, annexation, site plans reviewed by the Planning Commission and City Council. The City Planner also oversees the Code Enforcement and Wastewater divisions.

Building Trades/Code Enforcement

The Code Enforcement division issues various permits for items such as residential homes, fences, sheds and accessory structures. The division also performs building and sump pump inspections and monitors code violations.

Wastewater Treatment Plant

The city benefits from an aggressive maintenance program performed by wastewater staff. The staff’s goal is to clean and televise the entire collection system a minimum of once every five years. The wastewater division maintains over 2,000 manholes and 532,986 feet of sewer pipe.
