What was the 360 process for developing performance measures?

In July and August of 2007, Derby hosted two open houses, collected data from respondents to a community-wide survey, conducted eight stakeholder focus groups, and held department work sessions with each City department to gather input on city services from residents, businesses, elected officials, and city staff. This represents feedback from youth, seniors, families, McConnell AFB personnel, community partners, elected leaders, advisory board members, business leaders, city customers, department directors, mid-level managers, and front line staff.

From their input, performance values for each department and division were determined. Performance values are characteristics of successful service. For example, stakeholders identified that part of successful service for the Community Development Department includes responsiveness, professionalism, and a sense of fairness. From these performance values, using national standards recommended by the Governmental Accounting Standards Board, performance measures for each department and division were developed to reflect those performance values and measure the delivery of services.

The 360 performance measures were implemented in all city departments in September 2007. Department directors were instrumental in developing performance indicators and were given enough lead time with the final performance measures that they were able to create or convert systems to track and report the measures. Performance periods will be tracked from September to September.
